CS Operations was created from the desire to build a company that not only provided financial opportunity for its employees and stakeholders, but that created a lasting legacy of improving the communities in which we live and work. Our business model focuses on delivering sustainable solutions to existing problems, and finding creative ways and new technologies to address the needs of future generations.

Ned Dwyer
Chief Executive Officer
As an experienced and effective executive in diverse business cultures both national and international, Ned specializes in facility turnarounds and consolidations, with a strong focus on achieving and exceeding budgeted results. He is skilled in new site acquisition, development, construction and start up, and an effective team builder through all levels of the organizational structure.
Previously, Ned served as President and CEO of Catalyst Paper Corporation, where he successfully completed a full operational turnaround, resulting in the sale of the business which produced full debt recovery and generated nearly CDN $350m return to equity.
Ned holds a Bachelor of Science degree from Syracuse and is a U.S. Air Force veteran.
Sarah Boone
Executive Vice President
With more than 25 years of experience in corporate affairs, Sarah is responsible for identifying and setting strategic corporate affairs initiatives to support, grow, and protect business needs across CSO’s portfolio. Her areas of expertise include communications, investor relations, government affairs, public relations, issues and crisis management, stakeholder engagement, media relations, digital/social media, and marketing/branding.
Previously, Sarah held director-level roles with several national health organizations including the Alzheimer’s Association, the Muscular Dystrophy Association, and the American Diabetes Association.
Sarah holds a Bachelor of Arts in Psychology from Rhodes College.
Carl Knowlton
Senior Managing Director
Carl is a senior finance professional with an extensive track record of successfully originating infrastructure investment in the utility, transportation, and project finance sectors. Previously, Carl served as Managing Director at John Hancock Financial Services where he sourced, analyzed, structured, and negotiated infrastructure, utility, project finance and renewable investment efforts across all power generation technologies.
Carl led Hancock’s innovative equity investment efforts as well as the restructuring team’s workouts, recapitalizations, and asset recovery efforts. Before his tenure at John Hancock, Carl was a Senior Vice President at the New York City Economic Development Corporation and a member of the Public Power Team at Credit Suisse.
Carl received a B.S. from the United States Military Academy, an M.B.A. from Northeastern University and is a CFA charter holder and an Accredited Financial Analyst®.
Karina Vasquez
General Counsel
As General Counsel, Karina provides legal guidance and strategic support to the company's leadership team. She brings a multidisciplinary perspective to her role, helping the organization navigate legal and regulatory matters while supporting its business objectives and long-term growth.
Karina earned her Juris Doctor from Georgetown University Law Center and is admitted to practice law in Florida, North Carolina, and the District of Columbia. Her professional experience spans multiple jurisdictions, providing a broad perspective on legal and business matters.
In addition to her professional accomplishments, Karina has demonstrated a commitment to public service through her work as a Guardian ad Litem, advocating for the interests of vulnerable children. She is fluent in both English and Spanish.
